Ukraine Russia Peace Proposals

Joanna Accordi submitted a legally grounded proposal for a peaceful resolution to the Ukraine-Russia conflict. Delivered to Members of the UN Security Council, UN Ambassadors, Foreign Ministers, and Presidents prior to the General Assembly, the proposal invoked:

  • Articles 4, 25, and 27 of the International Covenant on Civil and Political Rights (ICCPR)

  • Article 1 of the UN Charter

  • Articles 2 and 5 of the International Convention on the Elimination of All Forms of Racial Discrimination (CERD)

It outlined a framework for the peaceful recovery of Southern Ukraine — including Crimea, Donetsk, Luhansk, Melitopol, and Kherson — through the implementation of the Right to Self-determination. The proposal emphasized that demilitarization of the region could be achieved via democratic referendums and international oversight, consistent with global legal norms.

21 March 2023

A second comprehensive peace proposal was submitted, detailing the formation of a new trilateral treaty between Northern Ukraine, Southern Ukraine, and the Russian Federation. Central to the framework was the definition of a formal Northern–Southern Ukrainian–Russian border in accordance with:

  • Article 4 of the ICCPR

  • Article 1 of the UN Charter

The proposal recommended a referendum under UN General Assembly Resolution 1541 (XV), offering Southern Ukraine a choice among:

  • Free association with an independent state

  • Full integration based on equal status

  • Full independence

A Special Committee on Implementation was also proposed to ensure feasibility in conflict zones, supported by comprehensive documentation, including Consultation Papers, a Balancing Act analysis, and a Final Proposal.

In her role at the International Regulatory Body for Artificial Intelligence (IRBAI), Joanna authored a Strategic Peace Proposal incorporating technology-enabled peace enforcement. The proposal was submitted to global leaders and emphasized a six-phase roadmap:

  • Territorial de-escalation and arms reduction

  • AI-monitored ceasefire zones

  • Prohibition of AI-enhanced weaponry

  • Civilian protection via no-strike enforcement

  • Socioeconomic reconstruction of conflict zones

  • Legal mechanisms for future governance and regional autonomy

This marked a landmark integration of international law, artificial intelligence, and diplomacy, establishing IRBAI as a forward-looking actor in global peace efforts.

Palestine–Israel Conflict

In response to the intensifying humanitarian crisis in the Middle East, Joanna Accordi submitted urgent recommendations to the United Nations Security Council. Her advocacy addressed systemic failures in conflict accountability and proposed significant reforms:

  • Immediate convening of a General Assembly session to amend the UN Charter, with a focus on improving fairness, accountability, and enforcement in international conflict resolution.

  • Support for Palestine’s full UN membership, grounded in legal norms and principles of self-determination, equality, and statehood under international law.

  • A comprehensive review of Israel’s obligations under the UN Charter, in light of continued violations of international humanitarian law and allegations of grave human rights abuses and genocide.

  • Structural reform of veto power within the UN Security Council to limit paralysis in humanitarian crises and enable more equitable, rule-based decision-making.

Joanna’s submission called for stronger adherence to jus cogens (peremptory norms of international law), arguing that diplomatic neutrality must never come at the cost of universal justice and human dignity.

Rafah Corridor Humanitarian Access Initiative

As part of her diplomatic engagement on the Palestine–Israel conflict, on 19 May 2024 Joanna Accordi issued an urgent appeal to Arab League member states — particularly to Egyptian leadership — calling for the immediate opening of the Rafah Corridor to facilitate humanitarian evacuations from Gaza. Her appeal emphasized the legal obligations under international humanitarian law, urging Egypt to guarantee safe passage for wounded civilians, elderly, and children.

In her communication, Joanna stressed that failure to ensure humanitarian access — especially under the 1949 Geneva Conventions and the Responsibility to Protect (R2P) doctrine — could potentially amount to complicity in mass atrocity crimes, including genocide, if vulnerable populations were knowingly denied aid or safe exit in a war zone.

This message was formally acknowledged by Egyptian authorities, and reportedly communicated to the U.S. administration by President Abdel Fattah el-Sisi. However, despite the escalated diplomatic pressure, the Rafah crossing remained closed following the decision of President Joe Biden and senior U.S. officials to withhold support for an immediate humanitarian corridor.

International Regulatory Body of AI

Joanna Accordi serves as an Executive Board Member of the International Regulatory Body for Artificial Intelligence (IRBAI), where she contributes to the development of global regulatory frameworks, licensing standards, and ethical guidelines for AI systems.

Her responsibilities include shaping strategic policy, supporting international operations, and advising on infrastructure planning to enable scalable and accountable AI practices. Joanna also collaborates with research teams to design certification programs that promote transparency and responsibility in high-impact AI applications.
